Karachi with its 14 billion populations is the largest city of the country. It has a federated city government. This federated system was introduced in Karachi over a three- year period from 2001 to 2003. The government of Pakistan planned a new devolution in 2000; financial resources and responsibilities. Because of this plan the five districts of Karachi merged into a Karachi district. When the plan finally implemented in Karachi the district officially became a City District. Now the government of Karachi takes over its own government, it has now three federated system formed by; 1. The City District Government Karachi 2. Town Municipal Administrations 3. Union Council Administrations Eighteen towns are divided between The City District of Karachi. These towns elect their Municipal administrators who are responsible for the infrastructure, developments, and municipal services (water, sanitation, solid waste, repairing roads, parks street lights and traffic engineering) but some of the services are under City District Government of Karachi.178 localities are divided between the towns which are governed by the elected Union Council which are the main part of the local government system.
